San Dieguito Planning Group The San Dieguito Planning Group is comprised of 15 elected volunteers from throughout the unincorporated area surrounded by the cities of Solana Beach, Encinitas, Carlsbad, San Marcos, Escondido, and San Diego. The communities served include Rancho Santa Fe, Whispering Palms, Elfin Forest, Del Dios, Mt. Israel, Fairbanks Ranch, Sun Valley, 4-S Ranch, Santa Fe Valley, Rancho Cielo, and the Ecke properties in Encinitas.
